Although, you have not mentioned your Educational background and professional experience, advisable would be that you go for a full time programme rather than distance education as Distance Education doesnt hold great value in the job market, especially if you are a fresher. Distance Education programmes are generally for those working professionals who have good amount of work experience and looking for growth in their current organization.
However, if you plan to go for a full time PG Diploma programme in Energy Management it would be a good option.

Yes you can get admission in a decent US universities. You have to fulfill the below mentioned 2 criteria:
1) Make sure you maintain a yearly percentage above 60 just like you have been maintaining till now. Don't worry about your backlogs.
2) Take the GRE and score above 1300 atleast. You scoring well in the GRE will play a very important role in you getting admission in a good university in US.

As you are at the beginning of your career advisable would be that you opt for a full time MBA from a decent B-School, and it would be difficult to enter a good B-School without giving any Entrance Examination, so advisable would be that you should prepare for CET and get into a good B-School. As TCS is a good company another option for you could be that you work here for few years and then plan for EMBA programme through one of the Top Institute like IIMs.
