Hi Harshita, Telecommunication is almost same as ECE up to six semesters. Few subjects change in last 2 semesters. E&C has more takers than Telecommunication when it comes to campus placements & with your rank you might not get you Top Bangalore colleges either for E&C or Telecom, so if you have to go for a middle level college, go with E&C.
This is my opinion, please research more on it & take advice from your peers too. Wish you all the very best.

If u are looking for better options you can opt for india top universities as Pune universit, MIT pune, Lovely Professional University, IIIT Hyderabad.
