Every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue undergraduate degree from universities in USA, you need to have:
Good academic record, preferably 60%-70% plus in 12th.
SAT score of 1700-1800 plus.
IELTS score of 6-7 bands plus or TOEFL score of 80-90 plus.

Being an E&TC Engineer u can choose network line as a good career option.
CCNA is the starting step towards Networking line for more enhancement u must have to some more Certifications. Depends on your aptitude skills . If you are not good at mathematics, then mechanical and civil engineering can be hellish . If you dont like programming (dont like is not the same as dont know . everything is taught right from scratch in college ) , then you can never complete CSE or IT .
Electronics is something which almost no college first-semester student knows . but , the syllabus is such that it can be easily learnt
according to many.mech is difficult.
