There is no difference between these two degree courses BE and B-Tech. Both are engineering degrees and their scope and value are the same. You will never be rejected higher education or a job just because you are a BE and not a B-tech holder or vice versa. The only difference in the name is because in those colleges/universities that offer only engineering courses, the degree is known as B-tech and in those colleges/universities where other courses are also offered along with engineering, the title is given as BE. As per your query it seems that you are currently pursuing B.Tech and wish to pursue MS from abroad after completing your graduation, so regarding this please remember you may surely pursue MS from abroad provided you fulfil the eligibility criteria for the same.
Please remember before going for pursuing studies abroad you need to first decide does the course will be helpful for you i.e. does it provide good job opportunities in India or abroad.

I really your interest to continue your studies inspite of hurdles in my life.
Both are equivalent.
Being a Regular Scholar of HSC with good score as well, suggest you to pursue in IGNOU.
CA can be pursued simultaneously or after Graduation. so, that papers exemptions can be availed.
