Dear Vivek, No there is no need to write TOEFL or IELTS for Studies in UK or Australia, if you have Cambridge University BEC (Business English Certificate).
You can take this course through by distance learning and British Council is the centre for Cambridge Exam.
Around 80% Universities now accepts Cambridge certificate of English Proficiency equivalent to TOEFL/IELTS.
Plus Point of this certificate is that you can ad this certificate in your CV too as a qualification and it is valid throughout your life.
British Council is available in Metro cities like Mumbai, Delhi, Chennai, Kolkatta .etc.

Yes you may surely pursue BBA, in order to pursue BBA you need to be 12th pass from any stream with good academic record preferably 45%-50% in 12th, plus you need to take entrance test conducted by various institutes.
