CDS exam is conducted under the Civil Service. the minimum qualification required is B.Sc. of a recognized University or equivalent with Physics and/or Mathematics as subjects or Bachelor of Engineering.
The exam takes place twice a year and the age limit is between 19-23 years.
CDS exam would include sections like :

As you have mentioned that you are B.Com graduate along with a web designer, i would first emphasize on B.Com. as both the courses belong to different professions.After B.Com you can go for M.Com, CFA, CA, ICWA, Law, MBA depending on your interest. And keeping in mind your web designing, i would suggest you to go for Advertising ,Marketing, PR or Event Management course as these are the fields that usually prefer people who have knowledge about web designing as these courses basically deal with promoting a product and thus require a good website that can promote the product.

You can take a maximum loan of 20 lakhs from 1 agency. However, if you have multiple collateral(property, etc.), you can take multiple loans from 2 different agencies or 1 bank and 1 agency.
