CDS exam is conducted under the Civil Service. the minimum qualification required is B.Sc. of a recognized University or equivalent with Physics and/or Mathematics as subjects or Bachelor of Engineering.
The exam takes place twice a year and the age limit is between 19-23 years.
CDS exam would include sections like :
English, General Knowledge, Elementary Mathematics, Mensuration, Geometry, Statistics. There are many reference texts that you may consider depending on your area of interest:

As you have mentioned that you are B.Com graduate along with a web designer, i would first emphasize on B.Com. as both the courses belong to different professions.After B.Com you can go for M.Com, CFA, CA, ICWA, Law, MBA depending on your interest. And keeping in mind your web designing, i would suggest you to go for Advertising ,Marketing, PR or Event Management course as these are the fields that usually prefer people who have knowledge about web designing as these courses basically deal with promoting a product and thus require a good website that can promote the product.

Yes you can take loans from India as well as abroad. If you are planning to take it from India, please visit the following link to see a list of agencies offering a loan at different interest rates: http://www.apnaloan.com/education-loan-india/index.html
You can take a maximum loan of 20 lakhs from 1 agency. However, if you have multiple collateral(property, etc.), you can take multiple loans from 2 different agencies or 1 bank and 1 agency.
Note* You cannot take multiple loans from 2 banks.
If you are planning to take a loan from abroad, you would need a cosigner in the country i.e. a relative who is a PR of that country. There are also loan opportunities abroad without a cosigner but getting a loan in this case would be relatively difficult.
