US is costly since you have mentioned that you belong to a middle class family so let me tell you if you are ready to shell out 15-20 lacs then go to USA however in Germany education is free if you can get the DAAD scholarship and most of the students avail the scholarship also fees in german universities are nominal around 500 euro/ sem.so i would suggest you Germany is the good option. Kindly refer my answer to your earlier question to knw about the universities offering the same course in Germany.

There is no minimum cut off for the GRE for the masters in mechanical engineering program. However, since you are looking for scholarships, you should not target a score less than 1300 in the GRE.
