2) University of Pittsburgh: http://www.ischool.pitt.edu/tele/degrees/mst-program.php
In order to secure admission in the above mentioned universities, you would require to score a very good GRE score(Preferably above 1100) as well as a good TOEFL score(Preferably above 100) as these universities are one of the best universities in the US for Ms Telecommunications.

If you really want to do MA then you should go for it, I dont think percentage would become an obstacle for it, if you are not able to do it from regular then i think you should go for correspondence because the only thing that matters is the course in which you want do. So if you can provide me the course then i will be able to tell you more about it.
