Hi Rakendu, there are lots of scholarships offered to students interested in pursuing MS in Australia. The most prestigious ones is the AUSAID. Following are the Univerities and the scholarships they offer.

For Warnambool Campus (UG and PG) AUD 8000 per annum

La Trobe University
Academic Excellence Scholarship: 50% - 100% waiver on tuition fee. The condition for the scholarship is that the student must have scored 80% and have an unconditional offer from the university
Swinburne University of Technology
10% waiver on tuition fee for Lilydale Campus
University of Western Sydney
Scholarship of AUD 5000 on 1st year tuition fee. Criteria : Interview and on merit basis.
University of Canberra
Scholarship (UG and PG) AUD 2000. Condition : student must accept offer before 31 March.
University of Melbourne
10 scholarships : 100% waiver on tuition fee
10 scholarships : 50% waiver on tuition fee
40 scholarships : AUD 10,000 for each year of course
Central Queensland University
For MBA : 33% reduction on total tuition fee
Vice Chancellors Scholarship : 20% reduction on tuition fee

Few of the Telecom Management Institutes are: Symbiosis Institute Of Telecom Management, Aegis School Of Telecommunication, Amity Institute of Telecom Technology & Management, Balaji Institute of Telecom and Management, BITs, Trichy. However, as Telecom Management is still an upcoming field you would not find many Institutes providing this particular specialization. As far as HR is concerned as it is quite a traditional & popular specialization most of the good Institutes would provide this specialization. Few of the good Institutes in Bangalore are:
IIM Bangalore, Christ University, Alliance Business Academy, St. Joseph's College of Business Administration, XIME, Bangalore & M.S. Ramaiah. Almost all of these will have HR as a specialization.
As far as Christ University is concerned definitely it is one of the good Universities and also economical as far as the fee is concerned.

Hi Arun, the subjects you have mentioned are highly specialised. It may not be possible to find Universities that offer PhD specifically in this subject. Hence, what you can do is look for it broader subject like pharmacology and toxicology. And then shortlist Universities that have research going on in these subject or something that you find more relevant. Furthermore, am describing to you the procedure to go ahead with PhD. Kindly note.
To pursue PhD you need to first prepare your research proposal and send it to the university. The research proposal must include a summary of the proposal and then the proposal in detail. You need to write the topic, reason for doing research, how the research will be beneficial to the community and the university, what is the different thing you are doing that hasn't been undertaken earlier. Also, include how you will progress during the research and the duration you might need to achieve the milestones you have set. If the university accepts your proposal you will be asked to send in your documents after which you will get the offer letter. Then meeting all the requirements you can begin with the visa process. To approach a University you must contact the dean or the professor at the University and ask them if there is any research going on. Because its always not mentioned on the University's website whether the research in your field of interest is going on or not.
Also, the entire Europe is very vast and constitutes about 50 countries. It is not humanly possible to contact all the Universities in all these countries. Hence I would request you to shortlist a few countries and then shortlist the Universities.
