If you are looking for a masters program in the field of science and engineering, then you have no choice but to take the GRE as GMAT is not accepted by engineering colleges. On the other hand, if you are seeking to pursue a masters in management program, then you should take the GMAT as that is the preferred medium of examination by the universities offering a management masters.

I am not sure which course you want to apply for. Provided you want to apply for a masters course in any management related discipline, you should take the GMAT because that is the preferred medium of examinations as per the business schools. However, if you are looking to pursue a masters in electronics and any other technology related field, you should take the GRE as that is the preferred medium of examination. To pursue either of the two mentioned - NET or Ph.D, one requires to be a Masters degree holder from a recognized University.
CFA is a Chartered course (Certified program) and not a Masters degree, hence you would not be eligible to pursue either of the listed options.
