Hi Phalak,
IPS i.e. Indian Police Services conducts an exam for all the aspirants and this exam is the UPSC exam and to the minimum qualification required to be eligible to write this course is to be a graduate degree from a recognized University .
The exam is conducted in two phases - Preliminary exam and the Main exam.

Almost all good universities abroad have MS courses for astronomy. 'Astronomy' is a very general term.universities in u.s. offer courses in astrophysics, solar science, etc or focused on aero dynamics or aerospace engineering. There are plenty options available for perusing masters in astronomy. First decide exactly what part of astronomy you want to take up for your masters.

Well if you are not keen to pursue a M.Sc but prefer to go for a Management degree, I would advise you to go ahead with the course that interests you the most and you wish to pursue a career in the same. Opting for a Health Care Management in MBA is a good career option and is relative to your prior education . The NLSIU, Bangalore is one of the prestigious institutes in the country for the law courses and this University mainly offers two courses : BA. LL.B and LL.M.
You can apply for the B.A. LL.B course which is an integrated course i.e. of 5 years and the minimum education requirement is a 12th pass and need to qualify an entrance called CLAT. NLSIU does not offers LL.B course as an independent course.
