Fundamentally there is no difference. Some institutions award B.Tech while some award BE. It is believed that those institutes which have only engineering for study award B Tech while universities which have courses other than engineering award BE. So, IITs award B Tech. Hence, this had aura. However, IITs now award degrees in other than engineering too like M.Sc, but continue to award B.Tech.

You can't be a bank manager after completing the class 12th. Firstly, you have to complete your graduation and appear in bank exam, Bank PO will be more preferable.
If you will select as a Bank PO then your career path will go like this -
Bank PO- Assistant Manager- Branch Manager - Chief Manager - The AGM- The DGM- The CGM- GM

Very little is known about studying in China. Studying in Japan is distinctly costly. I would advise you to pursue your B.Tech in India only. Of course, if funding is not a problem then you can go to Europe or to US for undergraduate studies. Added advantage is securing a job in MNC.

CSE is the most sought after branch in VIT. As a result you have to be really top ranking to get admission. I feel it would be about 90 percentile and better. But, then if you are seeking admission in CSE, you have to be high ranking.
