Hi
There is no age restrictions and basic qualification is 10th for starting level. You may join any language institute near your place to complete the basics and then pursue a Diploma. For Bachelor's in German language you need to have completed your 12th. Rest can be checked with the colleges you wish to apply.

Hi Kirtan,
For undergraduate programs it is compulsory as most programs are delivered in German language. For a MS program it is not. Generally, B2 to C level certificate is recommended. Universities also conduct German language classes for international students. Knowing the language will only help you further.

General category seats are open at all India levels. It won't make a difference if you are from Karnataka or Maharashtra. If admission conducted through DTE, cut-off is around 99.87 percentile and if the institute conducts GD/PI then cut-off for shortlisting for the first stage is around 95 percentile.
