As Eco tourism is still at very early stages of its development in India, it would be difficult to find many institutes, The Institutes where you may find courses on Eco Tourism are: Sikkim Manipal University, Indian Institute of Forest Management. However, you would find quite a number of Institutes in other foreign countries like UK, Australia etc.

Although, as you have done your 12the through NIOS board and the preference is always given to the regular students so, you may face difficulties, but what I would suggest that you should look for Government or Government Aided Universities/ Colleges, as it would be easier to get admission in such institutes. Secondly, I would suggest that you get in touch with NIOS and get a certificate of equivalancy which will help you getting admission which says that NIOS Board is Equivalent to any other recognized board.

By development if you meant software programming, in that case I would advise you to pursue a degree like B.Tech/ B.E in IT, BCA degree is a good option for the non-svience students.
