Although, you have not provided the complete information regarding you educational background, but if your diploma is related to Media then it may help you in getting film direction. However, Film direction is such a profession where people can even enter without any formal training but frankly speaking it is always better to have some formal training in direction.
As far as the scope of film direction is concerned although, it is highly competitive but, is the one that has a lot of scope for employment opportunities, especially in India which produces huge number of films every year. Yes, Dr. C.V. Raman University is a UGC approved University and offers several career courses in different streams. It has a different section for offering courses through Distance mode.
As for the sentence mentioned by you about the AISECT, It could possibly mean that the course can be pursued from any of the areas in the country, however, you shall be enrolled to a particular center at the preferred location and will accordingly allotted the centers by the University itself.
But if you require exact information, I would advise you to contact the University directly get the accurate and latest information about AISECT and the centers.
