As you have got a low score on MAT it would difficult to get any decent colleges through MAT and the kind of Budget you have you should either look for Government Institutes or for low budgeted private Institutions like Apar India, Cosmic Business School, Delhi Business School, Entrepreneur Business School, IMDR etc.

You have not mentioned as to which course you want to pursue ahead of your B.Com and because the eligibility of each institute / course would differ giving any exact score is difficult.
But considering most of the feasible options with you being Commerce, Management , law etc, the minimum percentage in your graduation should not be anything less than 50%-55%.

You can apply to University of British Columbia and University of Vancouver. They are included in the list of best universities in Canada offering MS in Pharmacy. However, the deadlines for Fall 2011 have been closed. They would be universities where you can apply for Fall 2011 but those your profile is better fitted for the universities that i have mentioned. I would recommend you to apply next year.

For Aircraft Maintenance Engineer, you must do Aircraft Maintenance Engineers Course approved by DGCA

The basic and minimum qualification required to be an Aircraft Maintenance Engineer is a Senior School Certificate with Mathematics, Chemistry and Physics as main subjects.

If you are fresh graduate advisable would be that you should opt for a full time MBA from a decent B-School as it not only gives you better practical exposure but also helps you in getting best of job opportunities.
As Welingkar is one of the good Institutes you would need to have a high percentile, it seems a little difficult to get through with 80 percentile in ATMA.
However, as Shiksha is an Education portal which believes in giving you unbiased guidance it would not be fair on my part to give my personal opinion or judgment on any two Institutes. However, Welingkar definitely has a better standing in the job market.

Motion Graphics, Visual Effects, Animation, Graphics etc are among skill development programs which leads to job & self employment. It is good for persuing a career, if you are creative. However please note that you must persue it alongwith your regular education or do BSc in Electronic Media/ Multimedia/ Animation / BA in Animation so that you graduate alongwith getting employable skills.
