Hello,
If you are unable to clear JEE Mains it doesn't mean you can't get admission in any college. Try to go for state-level counselling based on your JEE rank and marks in top private colleges. You will not get any government college in anywhere because you haven't cleared JEE Mains cut off based on your category.

I suppose this question can't be answered too simply. You can go abroad if you are getting a chance and you should. But then thinking financially India also has some best institutions standing with international standards. You can pursue your higher degree here only and go for educational visits. It is really tough to directly comment on any institute best or not or answer which is the best institute in a city or country , especially for domains like web designing, animation and VFX or gaming etc. where many institutes offer many types of courses for different duration for the almost all the same pipeline .
We need to see the content of the course , duration, cost , infra, earlier students outputs and skill developed , in-time course completion record , certification process & delivery of certificate in time etc.

Still due to various reasons ,i try answer your question in a mannerfull way.
firstly it depends on your INTREST and your 12 STREAM
if you want a brighter future then go for graduate field like engineering Bcom MBBS etc. trust me the salary you can attain can be thousands of times your dream salary and your personal satisfaction in particular field.
