It is neither possible abroad nor in India as you need to have a masters "degree" in the same field that you want to pursue your PHD in. Diplomas are not considered incase of PHD degrees. Infact, if you do not have a bachelors degree but a diploma, you are not even eligible to apply for a masters degree.

You can apply for MCA through Distance Education also and also get admission for Universities other than WB. Only thing is you need to give Entrance Exam.
