You can apply to North Carolina State University, MIT, and University of Delaware. To get admission, you would require atleast 1400+ in the GRE. Scholarships depends on your application which would include your essays, letters of recommendation, your percentage as well as your score in the international standarized tests(IELTS and GRE if applicable).
If you have impressive credentials which exceed the university's expectations, you would get a scholarship without any problem. There are plenty scholarship opportunities available.
