You may try MS in Electronics from Nanyang Technological University , SIM University etc.
General Admission Requirements are :- * A Bachelors degree with honours of at least a Second Class Upper level or equivalent* For international applicants whose mother tongue is not English, a good TOEFL score is required. Test dates must be within 2 years or less from the date of your application. IELTS can also be used in place of TOEFL.* International applicants are also required to have GRE score. Applicants from India may use the Graduate Aptitude Test in Engineering [GATE] score of at least 90% in place of GRE.

It is not necessary to be a graduate if you want to pursue acting as there are institutes that accept 10 or 10+2, but keeping in mind one's career, graduation is very important as it is required everywhere be it job or further studies.

In Germany almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees. Most of the German Universities ask the complete application form along with all the relevant documents and scores, so its better if you give GRE before applying for any program in Germany.

Hi Akshay, the unviersity offers a Bachelors in Mechanical Engg to international students. But its on hold for sometime. So you will have to wait until they announce the course is available for international students again. You need to send in your application before 15 july. The course is a 7 semester course.
