Once you get admission to one stream, it is difficult to switch, However if PGDM In PM and HR is what you prefer, then I'll suggest you to call the admission cell of Sri Balaji Society with your Registration number and tell them that you want to switch to PM and HR. Yes, IP University, Delhi gave admission to Non-residents, but there is a separate cut off of ranks for Non Delhi students.
