UPSC Notification for preliminary exam is made in the months of November/ December each year with complete details in "Employment News" and "Rozgar Samachar" available from news agents. GMAT, is a exam which need to be taken by all the students who who wish to pursue MBA from universities abroad.
Generally all the good universities across the globe require GMAT score of 500-600 plus.
With your profile you can surely take GMAT.
Scores in GMAT are one of the important eligibility criteria to get admission in universities, a good GMAT score increases the chance of getting admission in best universities.

Keeping in mind your Bachelors, I think you are interested in pursuing Masters in CS.
Well I would like to say that most of the universities offer Mphil and not MS.
Some of the universities that might interest you are:
