Your course choice should be based on your interests solely. Also, you should keep a check on your career plans. Secondly, you must know the admission requirements, in Canada most universities do not accept three year undergraduate degree from India. I will, therefore, suggest you go through university websites for programs and admission requirements and decide. Various options from PG Diploma to Masters are available in Canadian universities. You can also check SPP colleges. As far as which course it will be a decision you must make.

As you already know that to attempt UPCS exam you need to be a graduate. It doesn't matter in which field, whatsoever. So, I will suggest you to have a graduation degree as per your convenience in whatever field you like. As you are mainly focusing on UPSC, I will suggest you to opt for a small duration graduation course like of 3 years.

The eligibility for appearing for JEE Mains us to have 75 percent or more in 12th. But if you have less than this, you are simply not eligible & hence further questions do not arise.
