depends on the NIT. if you get a call from NIT Trichy, surathkal, warangal or calicut, definitely go for NITs. else BITS pilani, goa or hyderabad is a better option

There aren't many options available to avail a scholarship but then you can still refer to the scholarship as mentioned by Sachin Singh.
Also you can check with the institutes for some institute specific waivers available for meritorious students.
