Is your degree a 3 year degree? There are a few universities(good ones) that accept a 3 years degree. Let me know your academic credentials so that i can suggest you those universities accordingly.

Since you are interested in PSC, i would like to say that their are two stages that you need to clear- preliminary exam and main exam in order to prepare for PSC the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. For your preparation i would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation. Although, it is advisable is that you should opt for a full time MBA program from a decent Institute but if you would not be able to go for a regular program then the second best option would be part time or else go for correspondence. The reason being the kind of exposure you get in a full time program and skill sets you develop in this program you wont be able to get through a correspondence program or even through a part time. These programs are generally meant for those working professionals who already have a good amount of work experience and just need a degree as an endorsement to get to the higher level in their current comp
