HI Gaurav, as u have written u are doing B.Tech from DCE i will suggest doing M.Tech 4m NIT's and IIT'S which are not on top rank will be waste of ur energy and resource coz u r completing ur graduation 4m the clgs which maintain somewhat same standards as the above clgs. So 4 M.Tech u r left with IISC and top ranked IIT's .FOR MS u have plenty of good options and plenty of good countries . Give it a good thought its ur decision to make.

In UK mostly IELTS is required however in some top universities GMAT is also applicable for MBA, otherwise IELTS is mandatory for almost every programs.do let me know in which particular course you are interested so that i can help you with exact details.
