There is no NIT that offers aeronautical engineering course. But, few IITs like IIT Bombay offers such a course:
You need to clear JEE Advanced with a rank below 2000 to get a seat at IIT Bombay.

It is better that you go for B.Sc in maths. According to your interest and opt for teaching line. It will help you study what you want and later you can opt for the research field. Complete your education from IITs and if you don't get admission in IIT then opt for a reputed private institute.

There is no restriction on the number of times one can take the GATE exam. The number of GATE attempts that may be made is entirely up to the individual. While some PSUs may list 28 or 30 as the maximum age, the number of GATE exam tries required for admission to research and post-graduate seats is totally up to the institution.

Yes, but you have to apply to change application and that is only done in March/ April admission period, irrespective of the college and or university. So, the loss or the disadvantage is that you waste a year, however do something that you are passionate about, even if an year gets wasted, instead of repenting later of having a degree, career that is actually not your cup of tea, and then no zeal of getting into it. Talk to your university official clearly about it, and they will surely guide.

You should consult with admission authority of your college whether you will be permitted to transfer to another college midway through your course. Mostly, lateral transfers are permitted for students who have a good academic record. Also, check whether your college has a tie-up with the other institute. Make sure you block a seat in the target institute and then give up your seat in the current college. Good Luck!!
