Yes, you are eligible to do an LLB course even if you have completed your graduation through distance learning program. The only requirement is that the degree so obtained by you should be from a well recognized college/ university.
Also, you need to check with the college/university in which you wish to seek admission in. The Kerala High Court in a recent judgement has said that "Degree obtained through Distance Education cannot be considered as an eligible qualification for LLB Course"
But there are many colleges/universities that do not have this criteria.
I would suggest you to take up a regular LLB course.

Firstly, you will have to pursue graduation in chemistry i.e. B.Sc chemistry (honors) from any of the reputed universities including Delhi University colleges. You can pursue your Masters from IITs by clearing IIT-JAM. There are other institutes as well like Tata Institute of Fundamental Research, Indian Institute of Science, National Institute of Science, Education and Research, Bhubaneswar.

ICET 2018 Eligibility
- Candidates seeking admission in MBA courses through APICET 2018 should fulfil the following criteria:
- Candidates should be residents of Andhra Pradesh
- Should be graduates with at least 50% marks (45% marks in case of SC,ST reserved categories) in Bachelors Degree Examination
- Candidates appearing for the final year degree examination are also eligible to appear for APICET 2018
The minimum eligibility requirement for distance MBA:
- Bachelor's Degree from a recognised university.
- Diploma holders need to possess three-year work experience to pursue the program
- B-schools select students based on entrance exams

You may but I would advise not to do in parallel. You won't concentrate either of the degrees and ultimate you will land up with average marks. If you are confident enough then you are eligible to pursue both at same time.
