yes it is possible. It is possible on the grounds tht there are not enough gate qualified candidates for the same, then to fill up the seats it is thrown open to self sponsored candidates w/o gate and without any fellowship paid.so keep in touch with colleges and find out if there are any vacant seats available. normally A grade colleges will not lack gate qualified candidates.but u can try ur luck.and possibly secure a seat!!!!!!!!!!!
As for other exams other than gate? NOPE!!!!!!!!

-To the best of my knowledge, the website does not reflect any star rating. You should either browse the college website because most of such credentials are mentioned on the home page of the website.RCERT is an 8 year old institute.
-Or you can call the college authorities and ask them about the star rating
