Yes of course, there is admission for B.Tech CS and IS in NIE.
Keeping previous year cut-off as a reference you can apply in KEA. Since you belong to a lateral entry, you'll be offered 150 credits for 3 years to get your B.Tech.

Well, in India both MS and PGDM are considered as Masters in Business Administration. So, it doesn't matter what you pursue w. r. t placements. But, if you wish to pursue higher education like Ph.D after MBA, then you need MS degree, PGDM is like Diploma degree, and is not considered for Ph.D pursuers.

Hello,Maybe you will get Computer Science seat on college level counseling. It totally depends upon the availability of seats if you have not opted for any entrance examination. If opted any entrance examination then it will be completely based upon the marks you scored there. For top colleges, it would be difficulty, for lower rank colleges you will get CSE seat.

Yes, definitely there is not a single criteria to appear for JEE Mains examination unless, and until you failed to pass the class 12th. If you have passed the class 12th, then you can apply for JEE Mains.
