It's great to hear you didn't mention you want to do engineering instead. You can go for courses of NIIT, DUCAT, etc. They will introduce you to the world of IT better than any engineering college.

No, you have to go through the paper of COMEDK for getting admission in the top colleges in Bangalore. You don't need JEE Mains for the same. Bangalore is the best option for doing CSE through colleges like RVCE, MSRIT, etc.

Yes, there are plenty of govt. jobs available for mechanical engineers. You can get it either by competing through ESE or through GATE.
You can get place in the navratna companies like NTPC, BHEL through GATE score.
