Although, there is no concrete listing for BJMC colleges in Kolkata and Delhi but Few of the Institutes which you may consider are: Delhi University & Affiliated colleges like Kalindi College, Nagpur University, Marathwada University, Punjab University, and Osmania University etc.
As far as PG programmes are concerned you can probably check for PG Diploma programme which you may pursue without Bachelors degree in Mass Comm.

The most important thing you need to keep in mind while choosing your stream is your own interests and career aspirations. However, as you had Medical Sciences there are several options which you can opt for like B.Sc in Biology, Microbiology, bioinformatics, Biomedical, Pharma etc. As suggested by Mr. Naidu you can prepare for various Medical Entrance Examinations. Pavan.For a start, I misunderstood bcom for Bachelore of Commerce. Then after many attempts, I understood that you actually meant 'become'. For heaven's sake, please take my advice. Stop typing words with missing alphabets. This practice could ruin your chances of becoming an IAS officer. Bear in mind that you have to write an essay in the IAS entrance exams. OK.Let me come to the point. To become an IAS officer
1. Score the very best marks in your undergraduate degree.
2. There are 9 papers you have to pass in the entrance exam (An Indian language, English, Essay, General Studies, and any two subjects with two papers in each subjects. (Check the website.http://www.civilserviceindia.com/subject/main-syllabus.html).
3. Get a thorough knowledge of the history of India (past and present)
4. Get a thorough knowledge of Indian culture.
5. Geography of India
6. Indian constitution and Indian politics
7. Current major issues facing the country
8. India's foreign policy and relations
9. India's economic issues and achievements
10. India's development in the field of science and technology
Allocate some time every day to read newspapers, weekly magazines and general books to enhance your knowledge in the above subjects.

Collecting degree is not enough u must have practically sound also. First of all i would like tu suggest u that whatever u r doing do it thoroughly. Clear ur fundamental concepts. It should not be like that making second floor without any foundations. Industry requires Technically sound professionals not the theoretical persons. Instead of collecting degree take any International Certifications with u in less amount of time which helps u more. Lots of career lines are there in IT industry as well. System Admin, Network Admin, Security Admin, Database Admin, Software Developer, Web Developer and many more. Most of the Servers are running on Linux Servers. If u choose Linux platform as ur career option will be the futuristic approach. RHCE, RHCSS, RHCEV, JBOSS, LAMP, WAMP, XAMP CCNA, MCSE, JCP, OCP are some of the Leading Specialization areas where u can get some International kind of quality Certification. Don't u think that after getting Technically qualified Certification u will get high salaried technical JOB?

one simple question for u - U must have some sort of computer knowledge i know cos now a days computer has taken place of TV at home. If my Hard Disk gone damage should i replace or repair? If Motherboard got damage will it be repaired or replaced? Now a days all these r coming with 3-5 years of warranty. Processor can not be repaired. What other expensive things remain on computer which can be repaired. I think replacement is the best option now a days. For making parts replaced do u think u must have to do the course of 18 months or so and invest around 55-60 thousand on Hardware & Networking course. After that u will get a National level of certificate. Instead of that if u go for any International Certifications like RHCE+CCNA+MCSE+RHCVA in a shorter amount of time and invest ur more time on the field for getting experience.
