Hi,
US and UK are the best study destination to pursue MS, in order to pursue MS form US and UK, you need to have:
Good academic record, preferably 60% plus n graduation.
Relevant undergraduate course from recognized university.
IELTS score of 6-7 bands plus or TOEFL score of 80-90 plus.
GRE score of 1100-1200 plus.
Please note, in order to pursue MS in US, you need to have 16 years of education in 10+2+4 years pattern, where as universities in UK accepts the 15 years education i.e. 10+2+3 years pattern.
GRE scores are required by universities in US only, universities in UK do not require GRE score.
Universities in UK and US have 2 admission in take in a year, namely:
Fall(August) intake.
Spring((January) intake.
An average tuition fee of a US university is about US$ 30,000 per-year and average fees at UK universities is around 15,000 pounds per-year,the tuition fee and living expenses might be more or less depending on the university and location.

Well it is not advisable for you at this stage to pursue Bachelors from Germany, as you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
So, as a friend, I would advice you to complete your bachelors in India and then pursue your masters from Germany.
Admissions in most of the German universities is done on the basis of GRE/GATE and IELTS/TOEFL or any other exam as per the University requirement.
