Hi Pradeep, following universities in Germany offer course in Environment Engineering : Munich University of Technology, University of Flensburg.
In my opinion any of the western world countries will be a good option for this course. You can decide on the country depending on your budget. And if budget is not a constraint then go for the top rated university.

In the UK you wont be able to go for a diploma course as the visa would become a problem. or else the diploma should lead to a degree to attain the visa.
