According to me, it all depends on your interests. Whatever you do, if you have the passion then you can easily get success. Moreover, in petroleum engineering, the scope in India is very less. So my advice is not to do petroleum engineering. But if you have great interests in it then you should go for it.

I am not sure about the course that is Diploma in E & TC. But to do a Degree in Journalism and Mass Comm you can be 12th Pass in any stream. A Diploma, if equal to 12th can be the base of taking admission in BJMC-Bachelor of Journalism and Mass Communication as well.

With your rank, it is difficult to get a government seat, as there are like 31000 medical seats in India in total. So, you can try in private or deemed universities.

Yes, Lucknow University is very good when compared to other private colleges in Lucknow. Basically, the main reason is that it is government university, so the value of B.Tech from Lucknow University is very much higher than other privates college in Lucknow. The placement and infrastructure criteria is also quite good. So, you can prefer Lucknow University over other private colleges.
