You can take admission in a new colleges and start B.Sc freshly but don't show your B.Sc degree in which you have got 7 backlogs. Show it as a gap year in between.

Firstly ascertain your priorities, Do you want to do BCA for Knowledge or just for Money or just to save Money for your future degree. Let me answer considering Knowledge as an aspect: B.Tech being a 4 year course has better chances of imparting you indepth knowledge of Computer Science (am assuming you will go for CS/IT if you do B.Tech). But then a lot depends on the college you join. As I already said better chances but no guarantee. 3 cousins of mine used my Final year project to pass their B.Tech (I think I forgot to tell I am a BCA). So the assumption that B.Tech will give you better understanding of subject is a notorious one.

For admission in this course, you need to have English as a mandatory subject. Maximum age limit for SC/ ST candidates is 25 years. Admission is based marks obtained in 10+2.

Both courses are good and have mostly same structure of study and curriculum but according to me likely you are from biology background, so please go for B.Sc Computer Science, it helps you more.

Yes, you can go for B.Sc. Computer Science. Some institutes only require 10+2 pass.
10+2 or its equivalent examination with Physics, Chemistry, Physics and English. Those who have 3 years Diploma Course after S. C. or Intermediate Commerce or Arts Examination are also eligible. Some Institutes may conduct entrance examinations as well. Check the below link too-
