You can apply for MCA in different colleges by enrolling into them, and if you qualify the exam of the respective college, you will be admitted to the same one.

You have not mentioned your reasons of drop out. If drop out was because of poor performance then no Engineering college will give you admission. If your Performance was good, you may seek transfer to new college.

You are not eligible for an MBA so I wouldn't recommend you the same anyways. MBA programs abroad require work experience. You may look for MS in ECE, MS Management or PG Diploma programs. Better suggestions could be provided but you need to be more specific with your requirements and interests. Also, have clarity over your career goals and decide accordingly.
