Hi Kriti,
yes you can do Psychology course but yes you need to do your bachelor's first then only you can proceed for your masters in the same field.
Doing a distance course in Psychology will be of no help to you and will not give you any value in career. It's better to do a regular course.

Yes in every entrance exam they have an eligibilty that they accept the application till a particular rank.
So if JEE Mains have stated that they accept application till rank 2000 then they will not accept the application who has got a rank of 2001.

Jitin, I am not sure how good you are with maths and programming. If you are, then you must pick up a language whether PHP/ HTML5 (web dev), .Net (for software dev) Java/ Android (for apps) or C#/ Unity (for games). However like i mentioned, you must be good with programming to move ahead in this area since you have to compete with MCAs and BTech(CS) applicants. So choose your internship/ industrial training very carefully. Do not just go for the cheapest to save money.
