what is your pcm % in 12th? after that we can solve your problem easily.
if it's more then 45% in pcm in 12th then you can get admission in open category and if you are from any backward class then you need minimum 40% in pcm and also you have to give entrance exam.

Yes your eligible to do MCA after PGDCA because some of the universities offer PGDCA has a regular course. Here again you need to write the entrance exam to get admission for MCA.
