because my ip rank was2365 but then also i was not able to get required top ip college,

Hi Prayerson, such courses are called twinning programs. The validity depends on which university is is offering the course you are pursuing. If the university is reputed then it shouldn't be a problem. And such programs are a good option if you want to save on the costs.
