Hi,
You can take IELTS and not the TOEFL. It would not make a difference specially in Canada as IELTS is the preferred medium of the examination to be taken.
Regarding when to apply, I would recommend not applying for 2011 and apply for the 2012 session as it is very late now to apply for an international students and hardly any seats would be left in good universities. Infact, by the time you receive your GRE result even if you take the test tomorrow, the deadlines would be more or less closed.
My recommendation: Apply in 2012.

Snehal in that case you may further do Diploma course in Industrial Fermentation and Alcohol Technology. This can be done from National Sugar Institute, Kolkata. It is a one year course. The eligibility is BSc. With 1 year experience in the industry or PG Diploma in Sugar Technology.
