under SPP(Student Partners Program) rule you can apply to certain colleges and get visa processed comparatively faster else there is a chance of rejection or long visa processing time. there are abt 37 colleges and 2 universities included in this program. refer the following link for official information http://www.canadainternational.gc.ca/india-inde/visas/StudentPartnersProgram_ProgrammePartenairesEtudiants-Nov09.aspx.
But this does nt mean if you apply to other universities your visa will be denied, SPP is esp meant for colleges.
