If you are sure that you can devote time and mind to another course along with B.A. and do justice with both the courses, then you may join the course of your interest.

To join fashion design, the minimum eligibility is 10+2 with 50%. In the prominent institutes, admission is strictly on merit- through written test, situation test, group discussion and interview. Please contact the institute personally for specific admission details.

As for the fee, every institute has it's own course specific fee. To know the exact fee it would be always advisable to browse through the official website of the institute where you wish to apply.

B.E./B.Tech. in mechanical or any other branch is completed in 4 years which are divided in 8 semesters. In first two semesters, common subjects are taught to the all branches. Third semester onward branch specific study begins. During 4th year, good colleges arrange campus placement drive for students. Better or more recognized colleges are able to attract MNC companies whose packages start at Rs. 3 Lac PA and go up to Rs. 7Lac at an average. Smaller companies offer Rs. 1.8 Lac onward. Through multiple rounds of placement, gradually, majority of students get placed. But after top companies have visited the colleges, the next companies are smaller and accordingly package keeps dropping towards 1.8 lac. Major companies only examine those students who have above 60% marks in 10th, 12th and graduation.
After the graduation, all engineering graduates are eligible to qualify the exams of defense, IAS, IPS, IES and all PSU companies where they are appointed as Officers. The minimum salary is as per VIth pay commision which is roughly Rs. 45,000/- per month.

Selecting a particular university depends on your personal preference, however you may consider some of the below mentioned points while pursuing studies abroad:
- The reputation of the program you wish to pursue from either of the universities.
- Experience and background of the faculty.
- Teaching methodology.
- Seminars/workshops organized by the university.
As per your query I would suggest you to contact the international admission department of these universities, and request them to give you details regarding alumni from India, you may then contact these alumni and take there feedback regarding the university, teaching methodology and faculty, all this will help you to take decision regarding which university to join.
