Hi,
Both Java and .Net. and is certified by both Microsoft and Sun with various programming certifications. .Net work seems to pay more and to do it consistently.
But again keep in mind it depends on what part of the world you are in, what type of budget the companies you plan on doing work for have etc.

Dot Net is Platform dependent Language but Java is Platform Independent Language. Java runs on any OS while Dot Net requires Windows only. So if u choose Java as a Language u will open wide range of ur career path.

It is tough to state which college is good as every institute has it's own plus and minus points. You just need to keep in mind the chief point that is to check the recognition whether the institute is AICTE/UGC approved or not.
Other than this point, you need to check :
-success rate
-how old the institute is
-course details
-faculty
-alumni / student feedback
-fee
-placement
