You can definitely proceed.
The eligibility criteria for Ph.D varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline. However the cut off percentages vary.
**Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the Ph.D programs. Some also require work experience of a couple of years.
**Candidates desirous of earning a Ph.D. in a particular area should exhibit deep understanding and maturity in that area. This is evaluated through an extensive interview by a panel of experts.
**A description of one or two proposed areas of specialization (1-2 pages per area) is to be attached along with the application form.
**The description should include references to work published in leading journals or conference proceedings including at least one reference to seminal work in that field.

If you mean Civil Services, then preparation requires combination of smartness and hard work. Do the right things to gain an edge over your competition:
*Get the right books for Prelims
*Start preparing at least 10 months before
*Solve past year questions to test yourself on regular basis
*Cover the scoring sections early
*Cover the syllabus strategically. Don't go for a "prepare all" approach for prelims
*Balance paper 1 and 2

Animation development process involves Pre-production(Story Idea, Animation Script, Concept Art, Character Designs, Backgrounds, Story Boards, Animatics), Production{Modeling (Sets, Characters, Props, Environments etc),Animation (Camera, props, characters etc),Shading & Texturing,Lighting & Environment Development, Compositing}
and Post Production{Audio-Music/Film Scoring/Sound Design), Visual(editing
Visual Effects, Animation for Visual Effects, Color Grading, Digital Intermediate, Subtitles}
You could create 2D Drawn or Traditional Animation, 2D Computer Generated Animation, Stop Motion Animation with Sand, Clay, Charcoal,Light or Puppet Animation or 3D Computer Generated Animation.
Learning Software alone won't help you. First acquire artistic skills on paper, then learn application software's for expressing skills in the Digital Medium
There is no barrier of age.If you have passion to learn and master the art of animation and possess lot of patience coupled with creativity, then you may always develop expertise by practicing it.

You can take up B.A LLB or B.COM LLB as per your convenience and interest which is a 5 year Integrated Program and asks for minimum eligibility as followed:-
(a) Passed the Higher Secondary Examination (10+2) or an equivalent examination securing in aggregate not less than 45% of the total marks for general candidates and not less than 40% for SC/ST/OBC candidates
(b) Not completed 20 years of age (22 years for SC/ST) on 1st June of the year of admission.
