Although most of the institutes offering BCA would be inviting applications for admissions soon as most of the admissions take place by maximum August and the session begins in September.
Yet I would suggest you to mention the name of the University for which you are inquiring about as the institutes may differ in the notification and deadlines.

Well getting short duration courses in HR would be quite rare but then you may lok for other options like Six sigma, SAS or TQM training.
However, if you are yet you pursue a Masters then I would advise you to pursue MBA in HR and to know about the institutes offering, refer the following link:
