If your score matches the cutoff then you might be called upon for counseling and that will decide which college you join. Yes, the college does have seats for J&K students. But on the basis of your marks, you will have to wait till 3-4th round of CAP and I would ask you to visit the college and contact the responsible faculty there for your situation as they will surely consider both of your marks and there are chances for you to get a seat in the last round that is ILS (Institute Level Seats). Usually, these seats are suggested by DTE.
