Well IGNOU is a complete Open University and offers all its courses through the correspondence where as Delhi University is a premier central University in the country and it offers distance education as well.
But when comparing the two Universities, definitely Delhi university is a better career option.
As for the courses are concerned, both the options are good and cater to there particular discipline, there seems no comparison as such between the two courses and all you need to do is to take up the course depending on your area of interest!

Sunderland is a British Univ so if you can and want to afford studies in the UK, I would recommend you to study directly at the campus. Rest is your wish. Singapore is equally expensive and students are not legally permitted to work part time during studies.

1. In India: i. You can go for M.Tech at various IITs, NITs IISC and other premier institites for which you require GATE score. Work exp is not necessary.ii. Secondly, you can go for MBA at IIMs, IITs, and other institutes which require CAT/GMAT/CET score. Work exp can be vital.
2. Abroad: i. You can go for MS at various Private/ State Universities in US and other countries for which GRE/TOEFL/IELTS score is reqd. Work exp can be handy.
ii. You can go for MBA at again various Private & State Univ in US bt it is too costly and requires work exp of min 3 yrs
