For admission in MS, you may try Australia or UK universities where GPA requirement is low as compared to USA. Because of your low graduation marks, your GPA will be low. While pursuing MS, in second semester, you will have to secure an internship with some company there. After successful completion of the internship, if they offer you a job, then the job letter will ensure work permit and extension of the VISA but to complete the procedure, you will have to return to India once.

If you were interested in design then you should have chosen design as your specialization in M.Tech. But now, since that opportunity has gone, you should restrict yourself to the site only. Site engineers are in great demand in Gulf countries where you can seek employment. Go to site of www.ggheewala.com who post regular vacancies in Gulf countries.

Hi. You are eligible to apply however you will not be able to make it to DMS. So there is no point in applying for it. As per my knowledge, there are no colleges that would consider at such a low percentile. All the best.

The major difference between MBA and PGDM is that MBA is a degree course whereas PGDM is a diploma course. You need a degree to get into the government jobs or to take Ph.D as well as in foreign countries. They give priority to a degree candidate rather than a diploma candidate when it comes to jobs. So with AIU recognized PGDM, your diploma is converted into a degree certificate or in other words you are given an MBA degree indirectly along with your PGDM degree which makes you fit for the government jobs as well.
