Although, MS in Germany will be best for your field and also cost, but having siblings in the USA will have a huge advantage in terms of finding Internships or stay. Your marks are good in SSC and degree, so far which will result in good GPA. Simultaneously, get following score, after completion of the degree:
1. GRE> 320
2. TOEFL>105
Germany has a very low tuition fee and many universities offer MS in English language, but full advantage can be taken only if you clear German language 'A' level (250 Hours) course. Living costs will be at least 25% higher compared to USA where you can manage within $600 per month.

Do apply , SDMIMD is one of the premium B schools in the country. The learning here is as good as any of the top institutes of the country.
Operations core placements are a little difficult to get without relevant experience. I cannot reveal more on the placement scenario for 2016 batch ,and you'll have to wait for the the placement report to be published.

Experience is not mandatory for securing job after MBA but quality of institute from where you pursue the degree plays a huge role in employability. If you pursue it from a run-a-mill college which gives direct admission without having qualified CAT/MAT/CMAT/XAT will obviously will not provide campus placement and even employers will look down upon such degrees.
My suggestion is to improve your English language and prepare 3-6 months for one of the management aptitude test. If you secure above 75 percentile, you will be able to secure in some good b-school which would also provide campus placement opportunity.
